ABSTRACT
The education innovation is essential and comprehensive in direction of standardization, modernization and international inte gration which requires the effort of total society. In which, the staff of teachers play a very important role because they are the major force contributing to this innovation. In order to improve the teachers’ capability, the refresher courses should be frequently and logically organized.
