ABSTRACT
In reform of administration of the State, the establishment of the cultures of receptionists at the offices and schools is evitable to improve the quality of public services. To be success in implementing this, the first thing need to be done is to create an communicating environment available for adjustment of relationships; and educating out the people – that are the subjects of communication – are responsible for their activities and, eventually, are desire in cultural behaviors in their all relationships.
