13. State decentralization in education under legal and practical view

ABSTRACT
Decentralization of state management in education in recent years confirms a new step in the state administration and education administration reform. The article highlighted the necessity of state decentralization education, analyzed situation of regulations, and status of implementing such regulations and proposed solutions for decentralization to meet fundamental and comprehensive innovation requirement of education in the new period.
