ABSTRACT
This article presents requirements of the education environment oriented to develop primary school students' competencies. At the same time, based on the current education environment oriented to develop primary school students' competencies in Ho Chi Minh City, the article proposes four measures to build an education environment oriented to develop primary school students' competencies.
