ABSTRACT: Ho Chi Minh affirmed that the political power which belongs to the people and to maintain the political power of the people, he advocated to build up a state which has a clear and strong rule of law. The state and laws are the tools for the people to do their right of mastery. At the same time, in order to maintain their power, the people should inspect and control the state apparatus. This thought of him still remains valuable and significant for the task of building the rule of law of the people, by the people and for the people at present.
