ABSTRACT: The integration, networking, learning, and exchange of experience in culture, education, and especially economy is going strong in the region and worldwide. A country must go with the flow to enable it growth. A qualifications framework must therefore be developed and implemented to improve the quality of learners, meet the increasingly demanding requirements of the society on the quality of workers, and provide access to opportunities of lifelong learning, learning for knowledge, for work, and for survival.
