ABSTRACT
In the trend of socialization of public services, the state just undertakes general management, education and nursery education is also a kind of public service getting strong socialization. Besides the system of public nursery schools, public nursery schools have developed rapidly in number in the past year. However, the quality of these educational facilities was not commensurate with the amount of growth. The reason of the problems caused by a lot problem of the state management on the field needed to study and recommend measures to address.
