Thanh Phuong ABSTRACT: The State Auditor in general, State Audit region V in particular always considers the training and educating of civil servants, auditors is very important, considered as one of the important activities, essential in the process of construction and development of the State Audit. The state audit Development Strategyto 2020 has identified targets "capacity building activities, legal validity, quality and operational efficiency of the State Audit… high professional level, gradually modernized, becoming the inspection bodies responsible public finances and reputation, to response the requirements of industrialization and modernization of the country”. Since then, requires that the State Audit has to build civil servants, auditorsincrease both quantity and quality, ensuring a rational structure, with firm political spirit, brightly morality, professionalism, commensurate with the requirements of the audit profession and response the requirements of international integration. That requires raising the quality and effectiveness of training and retraining of civil servants.
